In the Hunger Games the public is viewing the competition as a reality television show. They love the dying, the fighting and the love story. Aside from the audience, Katniss has a hard time deciding what's real and what's not.
Politics
The capitol of Panem is a totalitarian government, where they control who gets what, when and how.
In the novel, the capitol will provide a year supply of grain and oil in exchange for an extra entry in the games. this is a way the government manipulates the districts to get what they want.
